Northern Lights project raises many questions

The “Varney House” at 76-78 Cherry Street in downtown Burlington is the proposed site for a transitional housing program for up to ten women recently released from the state corrections system.  Burlington Housing is purchasing the building and the program is being organized by Northern Lights - a consortium including Howard Center for Human Services, Mercy Connections, Northern New England Tradeswomen, Vermont Children’s Aid Society, Burlington Housing Authority, Burlington Community Justice Center (department of CEDO, City of Burlington), Lund Family Center and Women Helping Battered Women.   The state legislature is being asked for an appropriation for the capital funding needed to renovate the property. 

The “Varney House” was once part of the original neighborhood that existed before urban renewal. It is on the property of the Cathedral of the Immaculate Conception, owned by the Catholic Diocese.  It is a block from the criminal courts system, the Probation and Parole Department, the CCTA bus station, and across the street from the entrances to Burlington Town Center garage and Filenes.  It is two blocks from the Church Street Marketplace to the east, and Battery Street, the Courtyard Marriott Hotel and Waterfront Park to the west.

Apparently this type of project is a “permitted use” in the Central Business District, which means that the decision to grant a permit is within the authority of the staff of the Planning Department,
